In a time of great weakness of political power - as it is today in the contemporary world - due to the globalization of international interests, the influential multiplicity of powers, the media scrutiny of this power by public opinion, the specialization of knowledge that contemporary social phenomena and public administration require. Strictly political problems have lost their leading role in order to give priority to social problems. This loss of protagonism derives from a change of convictions, increasingly accentuated in public opinion, that the happiness of peoples does not derive primarily from this or that political power, but is increasingly a personal and interpersonal issue.
